Awards Recommendation Rules：

High Distinction Award: All five reviewers recommend the High Distinction Award.

Excellence Award: At least three reviewers recommend the Excellence Award (inclusive) or above, and no "Not recommended".

Honorable Mention Award: At least three reviewers recommend the Honorable Mention Award (inclusive) or above, and no two "Not recommended" ones.
